OSI proposal: Adopt an ‘Open by Default’ / Public Money Public Code policy for internally built or procured solutions
Outcome: Fixed
Commission response: Commission explicitly invokes the ‘public money, public code’ principle and commits to prioritising openness; OSPO and code.europa.eu already implementing this
Notes / gaps: Strong alignment; Commission also encourages member states to adopt similar policies
