I may have to turn off Gnu LibreJS to use the blocked "maybe non-free/Proprietary software" javascript, to report the "maybe non-free/Proprietary software", though I also can not sign in seeing that

I think I made an account though here and at the gitlab page though.

Who should I contact, if anyone?

I do not know who the GitLab administrator is. Though my account could still be pending approval.

Or should I install some some sort of gitlab on my computer, to use this gitlab?

I do not yet know how to report bugs at https://gitlab.trisquel.org/groups/trisquel/-/issues

I have git installed.

I do not know why it Gnu LibreJS is blocking random amounts some times. Maybe a Gnu LibreJS bug.
